To develop and co-ordinate the provision of financial statutory services relating to schools. To maintain sound financial practices throughout Kent schools in line with corporate and statutory requirements. Ensure information provided by schools is robust/quantitative in nature, in order to inform the making of strong/accurate financial decisions.
Develop and manage the auditing of voluntary funds.
Main duties and responsibilities:
1) Effectively manage a team of Officers in order to deliver the activities outlined above, taking into account the principles of General Data Protection Regulation, Customer Care, Equal Opportunities, Performance Management and Health and Safety. Ensure there is continuous improvement adding value to Schools Financial Services.
2) Identify, develop, and manage systems that collect, analyse, feedback, and submit (to Education Skills Funding Agency, Department for Education and Local Authority (LA)) schools’ budget and monitoring statutory returns.
3) Lead, develop and disseminate a compliance programme to schools, ensuring high risk areas as agreed with Internal Audit are covered, timely reports are available to the schools and Local Authority Officers and Members.
4) Manage the Schools Financial Value Standard (SFVS), ensuring it is collected from schools by the stipulated DfE deadlines. Use the SFVS returns to inform highlight areas of risk within schools to the LA, use it to inform the Compliance Programme. Develop the work around SFVS with schools, providing reports where needed to ensure the Section 151 Officer has appropriate annual assurance.
4) To co-ordinate and interpret data that is used as management information to support and carry out of duties by other teams within SFS and Kent County Council.
5) To lead on ensuring schools compliance with the SFS responsibility areas of the LAs Scheme for Financing Schools, where necessary interpreting guidance to resolve the administration of complex policy.
6) To be a member of the SFS managers team, representing the views of the Returns and Compliance Team whilst recognising the collaborative overall direction of travel needed to ensure the success of SFS.
7). Manage, co-ordinate and take responsibility for the voluntary fund audit process, raising and increasing income for SFS.
8). Manage the process of finance tests for Headteacher recruitment. Disseminate and market to increase income for Schools Financial Services.
9). Support the delivery of all business requirements of Schools Financial Services.
